Rob Lucci is a former member of CP9 who was defeated by Luffy while fighting at Enies Lobby . Lucci also eats the Leopard-type Neko Neko Mi Devil Fruit which gives him the ability to transform into a leopard-human, giving him a high physical ability boost.
After the time skip, Lucci joined CP0 which is Cipher Pol's strongest organization. Actually what is the purpose of this Lucci ? Do you want revenge on Luffy for his defeat at Enies Lobby , or is there another goal besides that? here's a little theory related to this!.
At first, Lucci is shown as a carpenter at the Galley-La company. For the work assigned by the World Government, Lucci willingly disguised himself as a carpenter and lived in Water 7 for 5 years. Lucci also never spoke a word during his disguise, he only communicated using stomach sounds through his pet pigeon.
After removing his disguise and appearing as a member of CP9, then Lucci spoke like an ordinary person. Lucci is shown as a cold person and never shows any emotion. Even though he doesn't show emotion, he doesn't hesitate to hurt those who insult him.
Lucci also does not have any feelings for the friends who have been with him for 5 years. For example, he tried to kill Paulie after his identity as a member of CP9 was revealed. Lucci is also a sadistic fighter who feels comforted after successfully making his opponent physically and mentally ill.

In the Water Seven plot, Luffy who was trying to save Robin had no other choice to fight with him. Luffy finally won the battle between the two of them . After that the figure of Lucci who fainted because it had not been shown again until the time skip flow.
While in Dressrosa , Rob Lucci is again shown as a member of CP0 who is talking to Kaku through Den Den Mushi. It's still not clear who the leader of CP0 is , but seeing Spandam calling him boss it seems there's a possibility that the leader of this organization is Rob Lucci.

They suspect that all the weapons in the underground port of Dressrosa have been taken by the Evolutionary Army . After Doflamingo 's defeat , Sabo also briefly warned Luffy and his friends about the arrival of CP0 to Dressrosa and advised them to immediately leave the place. It was possible that Lucci was aiming for the Evolutionary Army to be tortured by him.
Maybe you think that Lucci joined CP0 to become stronger in order to get revenge on Luffy . But it doesn't seem like that's the motive for Lucci to join this organization under the World Government. As explained earlier, Lucci is a sadistic fighter who feels satisfied if he can physically and mentally hurt his opponent.
We suspect that Lucci 's goal in joining CP0 was to be able to torture more people for his own pleasure. While the affairs of revenge against Luffy may not be the main goal.
